If you assault a random person because of some attribute that is meant to intimidate all such persons, that is terrorism. If the act affects more people, the penalty should be greater than if it affects only one. If I painted a big “$” on some rethug’s door to get ALL rethugs to move off my block, that’s terrorism.

For some people, laws against assault, vandalism, and such are not enough of a deterrent due to character flaws or mental illness, so you need more. Kind of like stronger penalties for killing or assaulting a police officer than Joe Schmoe. Simple logic that escapes bottom feeders.
